Development Notes, September 24
136 notes, each checked against the game files of build 1.60.1.70245. The note is Blizzard's wording; "The files" is what the client data shows. Read the original post.
Bugfixes
- Not in the files
Fixed a bug with casters not playing their precast animations and sometimes standing while casting.
The files Animation fix. Spell animations aren't in the data tables we read, so the files can't show it.

Changed the sound effect that plays while jumping in water to be more aesthetically pleasing.

Fixed an issue where attempting to craft items or cast spells was causing players to stand up while waiting to obtain their Campfire buff.
The files In build 70009 the Welcoming Campfire timer (1229739, the 1-minute sit before Camp Benefits) stopped breaking when you stand: its interrupt flags went from 262152 (moving plus standing) to 8 (moving only).

Players may now buff each other, cast, and craft while waiting for their Campfire buffs.
The files The same 70009 change covers this. Welcoming Campfire (1229739) no longer cancels on standing, so casting or crafting doesn't reset the wait. Moving still cancels it.

Players may now obtain a Campfire buff if they are sitting, sitting in a chair, sleeping, lying down, or using the kneeling emote.
The files Which poses count as sitting is checked by the server. The aura text still says 'sitting near the campfire' and nothing about poses changed in the files.

If you have not recently changed your talents, the cost is now 1 silver to re-spec. This is temporary for the Beta only. After your first talent reset, the subsequent cost will be much higher, but it will drop to 1 silver after 1 hour has passed.
The files In build 70009 the hidden '[DNT] Class Talent Reset' counter (currency 3498) started recharging every hour instead of every 7 days, which fits the 1-hour reset. The 1 silver price is set by the server and isn't in the files.
Classes › Druid

Corrected an issue and now Rejuvenation can land critical hits.
The files In build 70009 all 11 Rejuvenation ranks (774 to 25299) gained the spell flag that lets periodic effects crit (Attributes_8 0x200). Build 70245 still has it.

Corrected an issue and now Tranquility can land critical hits.
The files All 4 Tranquility ranks (740, 8918, 9862, 9863) gained the periodic-crit flag (Attributes_8 0x200) in build 70009; it's still there in 70245.

Wrath base damage increased ~50%.
The files Build 70009 raised base damage on all 8 Wrath ranks by about 50%: rank 1 went from 10 to 15, rank 8 from 61 to 91, and damage per level rose by the same share (spell effect values).

Thorns will now dynamically update its values based on the caster's spell power.
The files Thorns (467 to 9910) has no spell power coefficient in the files and didn't change in any beta build, so the scaling is done by the server.

Mangle has been renamed Primal Bite. Its signature debuff has been removed, so the former name no longer accurately represented the ability.
The files Build 70009 renamed all 4 ranks (407995, 1238069, 1238070, 1238073) from Mangle to Primal Bite and gave them a new icon. The effects are weapon damage plus a flat bonus, with no debuff.

All talents referencing Mangle now reference Primal Bite.
The files In build 70009 the Ferocity (16934) and Berserk (417141) tooltips switched from Mangle to Primal Bite. No Druid talent in build 70245 mentions Mangle.

The Primal Fury talent has been renamed and the icon replaced with the original Blood Frenzy name and icon.
The files Build 70009 renamed talent 16958 (and its effect 16959) from Primal Fury to Blood Frenzy and changed the icon to 132152, the icon Classic Era's Blood Frenzy uses.

Furious Howl Attack Power bonus reduced 40%.
The files All 4 ranks of the Furious Howl buff are about 40% lower: rank 1 went from 9 to 5 attack power (1 to 0.6 per level), rank 4 from 136 to 82. The client files only picked this up in build 70170.

Sonic Blast ability now properly available to Bat pets.
The files Sonic Blast ranks 1 to 5 (1264478 to 1264482) are linked to the 'Pet - Bat' skill line (653) in the current files. Those links arrived in build 70170; build 70009 didn't have them.

Tame Beast no longer works on Beasts that are higher than the Hunter's level.
The files Tame Beast (1515, 13535) has no level limit in its data and didn't change in any beta build. The level check runs on the server.

The files Build 70009 added a 30% run speed effect and a 3 sec duration to Strider Kick (1317257). The tooltip reads 'increases movement speed by 30% for 3 sec.'
Classes › Mage

Arcane Missiles no longer checks line of sight on each missile, just once at the beginning of the channel. So targets moving out of line of sight during the channel will not prevent the missiles.
The files In build 70009 the missile spell of every Arcane Missiles rank (7268 to 25346) gained the 'ignore line of sight' flag (Attributes_2 0x4). The channel spells don't have it, so sight is checked once at cast.
Classes › Mage › Fire

Wake of Fire buff duration has been increased to 30 seconds (was 20 seconds).
Developers' note: Wake of Fire was difficult to make proper use of while leveling, due to the Mage needing to restore mana between combat. The increased duration should help smooth out the experience.
The files The Wake of Fire buff (1312934) went from 20 to 30 sec in build 70009. The talent tooltip (11078) says 'within 30 sec'.

Hot Streak buff duration has been increased to 20 seconds (was 15 seconds).
The files The buff (400625) went from 15 to 20 sec in build 70009 and still lasts 20 sec. Build 70170 renamed the talent and buff to Heating Up, as the Oct 1 notes say.

Ignite no longer double dips on % damage increase modifiers.
The files In build 70009 Ignite's damage spell (412545) gained the flag that ignores the caster's damage bonuses (Attributes_6 0x20000000), so % modifiers aren't applied twice.

Retribution Aura will now dynamically update its values based on the caster's spell power.
The files The damage effect of Retribution Aura (7294 to 10301) has no spell power coefficient in the files, and nothing changed in 70009. Blizzard's Oct 1 known issues say it was using the target's spell power instead of the Paladin's.

Fixed a bug causing the Flash of Light cast animation to not play at the end of the spell cast.
The files Animation fix. Flash of Light's spell data (19750 to 19943) didn't change in 70009.

The files One of the three fixes shows in the files: the damage-taken debuff now hits an 8-yard area (next line). The height and pull fixes are server-side targeting.

Fixed an issue where Consecration would fail to apply its increased damage effect to some targets.
The files In build 70009 the 'Taking increased damage from Consecration' debuff (1280353) switched from a single target to an 8-yard area, the same targeting as Consecration's damage spells (1280345 to 1280349).

Fixed an issue where Consecration's Z axis wasn't functioning consistently.
The files Height checks are server logic; nothing in Consecration's targeting data changed for this.

Holy Strike's % of weapon damage per rank changed to 25%/29%/32%/36%/39%/43%/46%/50% (was 25%/25%/30%/30%/35%/35%/40%/40%).
Developers' note: This increases Holy Strike's damage at all points while leveling, and increases how much it contributes to your rotation. Early ranks of Holy Strike didn't always feel like an upgrade when purchasing a new rank, and we wanted to adjust that.
The files Build 70009 set Holy Strike ranks 1 to 8 (679 to 10333) to 25/29/32/36/39/43/46/50% weapon damage, up from 25/25/30/30/35/35/40/40 (spell effect values).

Fixed a bug with Echo of Justice, causing it to have a higher than intended chance to activate.
The files Echo of Justice (1311705) is a server-scripted aura and didn't change in 70009, so its activation chance lives on the server.

Righteous Fury: Holy threat increase increased to 60% (was 90%).
The files Righteous Fury (25780) threat bonus went from 90 to 60 in build 70009 and the tooltip says 60%. The note says 'increased', but it's a cut.

Holy Strike's cooldown lowered to 10 seconds (was 12 seconds).
The files All 8 Holy Strike ranks went from a 12 to a 10 sec cooldown in build 70009 (spell cooldown).

Improved Holy Strike removed from the Talent Tree.
Developers' note: Even though there are sometimes cases where talents feel 'required' by classes, like Relentless Strikes for Rogues, having one that reduces the cooldown of a core ability so early on in a healing talent tree made this feel like a talent that was required. So we've removed it and made its behavior baseline.
The files Build 70009 deleted the Improved Holy Strike node (105328, row 1 of Holy, spell 1310902) from the Paladin tree. Holy Strike's 10 sec cooldown is now baseline.

Light's Vigil's tooltip has been reorganized to make it more clear that the damage component is the only version that returns some of the Mana cost.
The files Build 70009 rewrote the Light's Vigil tooltips (1310911, 1311590, 1311595) so the enemy damage and Mana refund come first and the ally heal second.

Holy Power now increases the Critical Strike chance of Holy Strike by 15% and retains all of its old effects.
The files In build 70009 Holy Power (5923) added Holy Strike to its Holy Shock crit bonus and raised that bonus from 2/4/6/8/10% to 3/6/9/12/15% (talent rank values). The 1/2/3/4/5% bonus to other spells stays.

The files Build 70009 removed periodic damage from Vengeance's triggers (20049 proc mask 332116 to 69972). The tooltip says 'after landing a non-periodic critical strike.'

The files The Vengeance buff (20050) max stacks went from 5 to 3 in build 70009.

Two-Handed Weapon Specialization's damage increase reduced to 2/4/6% (was 3/6/9%).

The files All 10 trained Renew ranks (139 to 25315) gained the periodic-crit flag (Attributes_8 0x200) in build 70009.

Power Word: Shield can now always overwrite an existing Power Word: Shield on a target that does not have Weakened Soul.
The files Aura overwrite rules run on the server. The only 70009 change on Power Word: Shield is a new internal flag on all 10 ranks (Attributes_4 0x100000), which we can't tie to this rule.

Corrected an issue and now Contingency Plan can land critical hits.
The files The shield and heal-over-time spells of all 5 Contingency Plan ranks (1277456 to 1277460) gained the periodic-crit flag (Attributes_8 0x200) in build 70009.

Confounding Flash now has a cast visual. The casting visual is now more Holy oriented than Arcane and the sounds have been updated to match.
The files Cast visuals and sounds aren't in the tables we read. Confounding Flash's (1277455) spell data didn't change.

Starshards now correctly gains resistance to spell pushback from the Twilight Focus talent.
The files In build 70009 Twilight Focus (14913) added Starshards to the spells it affects: its spell mask gained bit 0x200000, the class flag all 7 Starshards ranks carry.

Dark Sacrifice no longer breaks Crowd Control that breaks on damage.
The files In build 70009 all 5 Dark Sacrifice ranks (1277324 to 1277328) switched from a periodic damage aura to a periodic dummy aura, so the Health cost no longer counts as damage.

Dark Sacrifice's tooltip now correctly displays that the Mana gained from the ability scales with Spirit.
The files Build 70009 added Spirit to the Mana figure in the tooltip. Rank 5 now reads 'gain (1600 + 100% of Spirit) Mana.'

Sap now correctly flags the Rogue for PvP when used on a target that is PvP flagged.

Lightning Bolt: Damage on ranks 3 and 4 increased to make these spells always upgrades over previous ranks (despite changing cast times).
The files In build 70009 Lightning Bolt rank 3 (548) went from 35 to 45 base damage and rank 4 (915) from 50 to 56. Rank 2 (529) is 29 with a 2 sec cast; ranks 3 and 4 cast in 2.5 sec.

Windfury Totem: Buff from this spell now displays as "Windfury Totem" instead of "Windfury Totem Passive".
The files Build 70009 renamed the Windfury Totem buff spells (8515, 10609, 10612) from 'Windfury Totem Passive' to 'Windfury Totem'.

The files Flametongue Weapon's tooltip (16342) says 'When applied to main hand, disables any benefit you personally receive from Flametongue Totem.' That line was already there in build 69977.

The files In build 70009 the Flametongue Totem and Windfury Totem buffs became the same proc-aura type and both got the new Attributes_11 0x400 flag. Whether they stack is decided by the server.

Tranquil Air Totem, Windfury Totem, and Grace of Air Totem no longer stack together even if used by different Shamans in the same group.
The files In build 70009 the Windfury, Grace of Air (8836, 10626, 25360) and Tranquil Air (25909) buffs got the same new flag (Attributes_11 0x400), shared only with the Flametongue Totem buffs; the stacking rule is server-side. Tranquil Air Totem itself (25908) has no spell record in the client and its trainer entry is marked never learned.
Classes › Shaman › Elemental

Swapped the positions of the Elemental Fury (Row 3) and Elemental Alacrity (Row 6) talents.
Developers' note: Critical Strike damage increases early on in trees are exciting for other specializations, but its not as exciting for the core specialization while leveling, since they don't have enough critical strike chance to really appreciate it. So we're moving one of the better talents for Elemental Shaman functionality, earlier in the tree, to allow them to feel like they're hitting important progression moments (something Elemental has lacked in the early levels). We understand that this affects Enhancement Shaman's critical strike damage with spells, but we will use this room created to add more to Enhancement Shaman in the future.
The files Build 70009 swapped the talent node positions: Elemental Alacrity (16578) moved from row 6 to row 3 and Elemental Fury (16089) from row 3 to row 6.

Lava Burst damage on ranks 1 and 2 increased to be about 10% more base damage than the Lightning Bolt rank learned around the same level.
The files Build 70009 raised Lava Burst rank 1 (408490) from 113 to 164 base damage and rank 2 (1238299) from 179 to 196. Against the Lightning Bolt ranks learned at 38 and 50 (147 and 178), that's 12% and 10% more.
Classes › Shaman › Enhancement

Rage of the Far Seer (Row 7) no longer increases the Shaman's Spell Casting Speed.
Developers' note: Rage of the Far Seer's spell casting speed was not necessary to include for the core functionality of this ability. So we removed it.
The files Build 70009 removed the 30% casting speed effect from Rage of the Farseer (425336), which keeps its 30% attack speed. The talent sits in row 7.

Corrected an issue and now Riptide can land critical hits.
The files All 3 Riptide ranks (408521, 1239242, 1239243) gained the periodic-crit flag (Attributes_8 0x200) in build 70009.
Classes › Warlock
- Matches the files
Tooltip of Life Tap has been updated to correctly display the amount of Life converted, and only states that it scales with Spirit.
The files Build 70009 rewrote all Life Tap tooltips so Health and Mana show the same Spirit-based number and one line says Spirit increases the amount. Rank 6 reads (509 + 120% of Spirit).

Voidwalker Sacrifice now correctly scales with 10% of the Warlock's spell healing.
The files Sacrifice's shield (7812 to 19443) has no spell power coefficient in the files and didn't change in any beta build. The 10% spell healing scaling is applied by the server.
Classes › Warrior

Sunder Armor: Corrected the threat values on all ranks, including a small increase to threat generated from Attack Power.
The files Build 70009 rewrote the flat threat on all 5 Sunder Armor ranks (rank 1 from 1 to 34, rank 5 from 1013 to 206). There's no Attack Power coefficient in the files, so that part is server-side.
Classes › Warrior › Protection

Swapped the positions of the Bastion (Row 5) and Focused Rage (Row 6) talents.
Developers' note: We wanted to give players Focused Rage sooner to smooth out progression, as opposed to more damage from Bastion. This should smooth out some of the feeling while leveling as Protection before obtaining Shield Slam.
The files The client files still put Bastion (16538) in row 5 and Focused Rage (29787) in row 6. Blizzard's hotfix data captured on build 70245 moves Focused Rage to row 5 and Bastion to row 6, which is the swap.
Classes › Warrior › Arms

Bloodthrill's chance to activate increased to 4/8/12/16/20% (was 2/4/6/8/10%).
The files Bloodthrill's (1289682) rank values went from 2/4/6/8/10% to 4/8/12/16/20% in build 70009 (talent rank values).

Bloodthrill only activates off of Main Hand melee attacks. This includes Cleave and Heroic Strike.
The files In build 70009 Bloodthrill's trigger widened from auto attacks to auto attacks plus on-swing abilities like Heroic Strike and Cleave (proc mask 4 to 20). The tooltip now says 'Your Main Hand melee attacks.'

Slam's cooldown has been increased to 18 seconds (was 15 seconds).
The files All 5 Slam ranks (1240193, 1464, 8820, 11604, 11605) went from a 15 to an 18 sec cooldown in build 70009.

Improved Slam now reduces the cooldown of Slam by 1.5/3 seconds.
The files The client files agree with the note. The tooltip says 1.5/3 sec and build 70009 added a -1.5/-3 sec rank value for Slam's cooldown (12862). Blizzard's hotfix data captured on 70245 deletes that rank value, so the live numbers per rank aren't confirmed.
Races › Gnome

Changed Eureka on every class to a 10% discount on Mana, Rage, or Energy abilities.
The files Build 70009 set the cost cut on all 5 Eureka! versions to 10% (Energy was 20%, Rage 40%, Mana 50% or 15%).
Races › Human

Changed the Will to Survive visual to match Dispel Magic instead of Will of the Forsaken.
The files Visual change. Will to Survive's (1259718) spell data didn't change.
Races › Tauren
- Not in the files
Cultivation now has a player-level requirement for every Herb. The level required is equal to the Herb’s level required to pick it divided by 5. Herbs that require a higher than 300 Herbalism skill to pick can be Cultivated at player level 60.
The files Cultivation (20552, 1312643) didn't change in any beta build; the herb level check runs on the server.

Touch of the Grave no longer breaks CC or activates from spells and abilities that don't have a damage component to them.
Developers' note: This means that Shadow Word: Pain activates it on cast, but not on periodic damage. Distract won't activate it, you can't pull Rogues and Druids out of Stealth with Distract and it activating, and you won't activate it off of Pickpocketing. Spells like Polymorph already didn't get broken by Touch of the Grave, but Polymorph will no longer be able to activate it.
The files Touch of the Grave (1260189, 1260201) kept the same proc triggers in every beta build, so the filter is server-side. It's the Undead racial; the notes list it under Tauren.
Cooldown Manager

The Cooldown Manager in World of Warcraft: Forever is intended to enhance gameplay by pulling critical information from the buff bar or action bar and placing it in a fully customizable location. By default, the Cooldown Manager is disabled, and it can be enabled in Options under the Gameplay Enhancement settings.
The files Feature description. The default setting and the Options toggle are interface code we don't check.

Druid, Mage, Priest, Warrior, and Warlock are available for testing the Cooldown Manager.
The files Build 70009's Cooldown Manager table had sets for exactly these five classes. Build 70170 added Rogue (as the Oct 1 notes say), a one-spell Paladin set and racial sets.
