Where the notes and the files part ways
Notes the current build doesn't bear out, in full or in part. The rest are in each post below.

Hex of Weakness: Unchanged.
The files Classic lowers the target's damage by 20 at rank 6, while 70245 lowers melee attack power by 204 (aura 13 replaced by aura 99, spell 19285). The 20% healing cut and 2 min duration are the same.

Touch of Weakness: Unchanged.
The files The debuff now lowers the attacker's melee attack power (rank 1: 43, rank 6: 204) instead of their damage (2 and 20), and rank 6 damage drops from 64 to 56 (spells 2943, 19254).

Shred: Damage increased significantly to need less talent support to be effective.
The files Shred's weapon damage multiplier went down, 225% in Classic to 155% in 70245 on every rank, with the flat bonus unchanged (180 at rank 5). Nothing in the files raises it; a net gain could only come from the server-side change to form damage.

Fixed an issue where the Night Watchman's Torch was causing some unintended lag in certain situations and could not be cancelled.
The files In build 70170 the torch buff (spell 1309410) lost its hidden-aura flag (Attributes_0 0x80), so it now appears on the buff bar where it can be clicked off. The lag fix has no footprint in the data.

New Dungeon - Excavation Site: Wetlands (26-31).
The files The dungeon is in the files (map 2998, dungeon 3274) with content tuning 6874 at level 26 and a group finder entry (1981) for levels 26 to 33, not 26 to 31. It was already in the client before 70170 (its group finder levels changed in 70009), so the opening itself was server-side.

Fixed an issue with Unbridled Rage having a lower proc chance than intended.
The files No spell or talent named Unbridled Rage exists in the files. Unbridled Wrath (12322) fits the fix: in 70170 its aura proc chance went from 60% to 100%, so the 12/24/36/48/60% talent chance is no longer cut further.

If you have not recently changed your talents, the cost is now 1 silver to re-spec. This is temporary for the Beta only. After your first talent reset, the subsequent cost will be much higher, but it will drop to 1 silver after 1 hour has passed.
The files In build 70009 the hidden '[DNT] Class Talent Reset' counter (currency 3498) started recharging every hour instead of every 7 days, which fits the 1-hour reset. The 1 silver price is set by the server and isn't in the files.

Fixed various issues with Consecration.
The files One of the three fixes shows in the files: the damage-taken debuff now hits an 8-yard area (next line). The height and pull fixes are server-side targeting.

Flametongue Totem is no longer able to be stacked by repeatedly casting Flametongue Totem.
The files The 70009 rework of the buff into a totem aura, plus a new flag on it (Attributes_11 0x400), is in the files. The no-stacking rule itself is applied by the server.

Flametongue Totem no longer stacks with Windfury Totem.
The files In build 70009 the Flametongue Totem and Windfury Totem buffs became the same proc-aura type and both got the new Attributes_11 0x400 flag. Whether they stack is decided by the server.

Tranquil Air Totem, Windfury Totem, and Grace of Air Totem no longer stack together even if used by different Shamans in the same group.
The files In build 70009 the Windfury, Grace of Air (8836, 10626, 25360) and Tranquil Air (25909) buffs got the same new flag (Attributes_11 0x400), shared only with the Flametongue Totem buffs; the stacking rule is server-side. Tranquil Air Totem itself (25908) has no spell record in the client and its trainer entry is marked never learned.

Sunder Armor: Corrected the threat values on all ranks, including a small increase to threat generated from Attack Power.
The files Build 70009 rewrote the flat threat on all 5 Sunder Armor ranks (rank 1 from 1 to 34, rank 5 from 1013 to 206). There's no Attack Power coefficient in the files, so that part is server-side.

Improved Slam now reduces the cooldown of Slam by 1.5/3 seconds.
The files The client files agree with the note. The tooltip says 1.5/3 sec and build 70009 added a -1.5/-3 sec rank value for Slam's cooldown (12862). Blizzard's hotfix data captured on 70245 deletes that rank value, so the live numbers per rank aren't confirmed.

Class specific flyouts have been added to the action bar interface of some classes.
The files The client's flyout table has Shapeshift (Druid), Pet Utilities (Hunter), Summon Demon and Imp Spells (Warlock), Auras (Paladin) and Stances (Warrior), unchanged since build 69977. Putting them on the gamepad bar is interface code.

The files Flyout 262 'Shapeshift' holds Bear, Dire Bear, Aquatic, Cat, Travel and Moonkin Form. Its place on the gamepad bar is interface code.

The files Hunter has 'Pet Utilities' (267: Call, Revive, Feed and Dismiss Pet, among others) and Warlock has 'Summon Demon' (259) and 'Imp Spells' (261). There's no Hunter pet-spell flyout in the table, and gamepad placement is interface code.

A number of quests have had their rewards updated to be the correct item level.
The files Build 70009 lowered three new green items from item level 18 to 12 (Mug of Muddled Memories, Misplaced Shooter, Tim's Lost Rib). Which quests reward them isn't in the client files.

Dalaran - Faction adjustments. Spawns are now present in the area just outside the city entrance.
The files Build 70009 moved the Kirin Tor faction's (2740) starting reputation from -12000 (Hostile) to 0 (Neutral). The new spawns outside the city are server-side.

Contingency Plan: Learned at level 20. Places a ward on a friendly target for 30 seconds. If that target’s health drops below 35%, the target is instantly protected by a damage absorb shield and gains a heal-over-time effect. These two effects can be stacked with Renew and Power Word: Shield. 5-minute cooldown. Instant cast.
The files Level 20, the 30 sec ward, the 35% health trigger, the absorb plus a 15 sec heal over time, and the instant cast all match the tooltip (1277462). The cooldown is 10 min, not 5 (600000 ms on every rank), and stacking with Renew and Power Word: Shield isn't in any field we can read.

Desperate Prayer: Unchanged.
The files Level 10 and the 10 min cooldown match Classic, but the heal changed: rank 7 base goes from 1324-1562 to 1269-1497 and rank 1's spell power coefficient from 0.268 to 0.429. Humans also lose it (race mask 5 in Classic Era, 4 in 70245).

Divine Grace: Learned at level 10. Instantly heals a friendly target below 50% health and removes Weakened Soul from that target. Cannot be cast on self. 5-minute cooldown.
The files Learned at level 10 (1277370); it heals a target below 50% health, removes Weakened Soul and can't target yourself (tooltip). The cooldown is 10 min, not 5: it sits in Desperate Prayer's cooldown category (671, 600000 ms).

Feedback: Unchanged.
The files The effect, 15 sec duration and 3 min cooldown match Classic, but the mana cost dropped: rank 1 from 140 to 55, rank 5 from 580 to 230 (spells 13896, 19275).

Shadowguard: Unchanged.
The files Charges, the 10 min duration and level 20 match Classic, but each hit deals less: rank 1 drops from 20 to 13 Shadow damage and rank 6 from 116 to 96 (spells 28377, 28382).

Fade: Threat reduction effect doubled.
The files The threat reduction went up five times, not two: rank 6 from 820 to 4100 and rank 1 from 55 to 275 (aura 103, spells 10942 and 586). Feint shows the same 5x jump, so the client may store threat on a new scale.

Prayer of Healing: Instead of healing the Priest’s own party, this spell now heals all the members of the target’s party and their pets.
The files The tooltip now heals the target and their party within 40 yards of the target, and range went from self to 40 yd (spell 25316). Pets aren't mentioned in the tooltip or any field we can read.

Mental Strength: Moved from row 4 up to row 4. Now increases Intellect by a larger percentage instead of Mana by a percentage.
The files The Intellect part matches, since Classic gave +2-10% max mana and 70245 gives +3-15% Intellect (aura 132 to 137, spell 18551). The row text is off; it moved from Classic row 5 to row 4.

Divine Aegis: Critical heals create an absorb shield for 12 seconds on your target based on a percentage of the amount healed. This effect does not stack.
The files The tooltip has critical heals shield the target for 5/10/15% of the heal for 12 sec (Discipline row 6). The no-stacking rule isn't in any field we can read.

Vampiric Embrace: Moved to the row 3 as the 16-point gold medal talent. Now lasts 30 seconds with a 1-minute Cooldown.
The files Duration 30 sec (Classic 1 min) and cooldown 1 min (Classic 10 sec) match (spell 15286). It sits in row 4 with 15 points spent (the 16-point slot), not row 3; Classic had it in row 5.

Devouring Contagion: (New row 5 talent.) Reduces the mana cost of Devouring Plague, and when a target dies while afflicted with Devouring Plague, Devouring Plague will jump to a new enemy within 5 yards with the same remaining duration.
The files Shadow row 5, and the tooltip has Devouring Plague costing 25/50% less and spreading on death. The jump range is 5 yds at rank 1 and 10 yds at rank 2, not a flat 5.

Retaliation: No longer shares a cooldown with Recklessness and Shield Wall. Cooldown reduced to 15 minutes.
The files Cooldown is 15 min in 70245, 30 min in Classic (spell 20230), with no category. The shared-cooldown link was server-side in Classic too, so its removal can't be read from the files.

Shield Wall: No longer shares a cooldown with Recklessness and Retaliation. Cooldown reduced to 15 minutes.
The files Cooldown is 15 min in 70245, 30 min in Classic (spell 871); it also became 60% for 12 sec, from 75% for 10 sec. The shared-cooldown part is server-side, so the files can't confirm it.

Thunder Clap: Now gains significant damage scaling from Attack Power. Useable in Defensive Stance. Cooldown increased to 6 seconds. Threat rebalanced (reduced) to account for being usable in Defensive Stance.
The files Stances go from Battle only to Battle and Defensive (shapeshift mask 65536 to 196608) and the cooldown from 4 to 6 sec (spell 11581). The client has no attack power coefficient for it, and threat is server-side.

Spearing Strike: (New 16-point gold medal talent.) An instant attack for 15 Rage with a 20 second cooldown. Deals a percentage of weapon damage to target and dismounts them. If the target was mounted, a Dragon, or a Giant, damage is doubled.
The files Arms row 4 (15 points spent), 15 Rage and a 20 sec cooldown match (spell 1310222). The tooltip says 40% weapon damage plus 80% more against Giants, Dragonkin and mounted targets (triple, not double), and the spell has no dismount effect.

Every pet family can now learn either Bite or Claw, sometimes both.
The files Every Hunter pet family's skill line in 70245, Fox included, has Bite, Claw or both. That isn't new, since the Classic Era skill lines already gave every family Bite or Claw.

Carrion Bird Demoralizing Screech: Damage nearby enemies and reduce their melee Attack Power.
The files Demoralizing Screech (24579) lowers the melee Attack Power of all enemies in melee range by 204 at level 60, but its 24 to 42 damage hits one target: the damage effect targets a single enemy and only the Attack Power effect is an area effect.

Aspect of the Monkey: Now grants twice as much Dodge, and your pet gains half the benefit of your Aspect of the Monkey.
The files The talent Improved Aspect of the Monkey doubled per point, 1% to 2% dodge, and the pet now gets 50% of the aspect (tooltip). Its maximum only rose from 5% (5 ranks) to 6% (3 ranks), and Aspect of the Monkey itself is 8% dodge in both clients.

Trueshot Aura: Moved from row 7 up to row 4. Now the 21-point gold medal talent. New lower-level ranks added, but otherwise unchanged.
The files The move and the new ranks match: Trueshot Aura is Marksmanship row 4 (Classic row 7), with new ranks at levels 25 and 32. But row 4 makes it the 16-point talent, and it isn't otherwise unchanged: it raises Ranged Attack Power only (Classic raised melee and ranged), and rank 5 (20906) shows 50, below rank 4's 75 (Classic top rank 100).

Savage Strikes: (Redesigned.) Now increases all melee damage by 2/4% instead of Raptor Strike and Mongoose Bite by 10/20%.
The files The scope and numbers match, 2/4% on all melee abilities in 70245 where Classic gave Raptor Strike and Mongoose Bite 10/20%. Both versions raise critical strike chance (spell modifier 7) rather than damage, so 'all melee damage' is wrong.

Claw: Damage increased significantly to avoid the need for a new talented Combo builder to replace it.
The files Claw gained a 110% weapon damage multiplier where Classic Claw was normal weapon damage plus a flat bonus; the flat bonus is unchanged (27 at rank 1, 115 at rank 5). That is a modest raise in the files; anything bigger would come from the server-side form damage change.

Demoralizing Roar: Now tuned to be approximately as effective as Demoralizing Shout, and identical to Demoralizing Shout at level 60.
The files At level 60, rank 5 Demoralizing Roar (9898) and rank 5 Demoralizing Shout (11556) both cut melee Attack Power by 204 (Classic 138 and 146), and both scale 1.4 per level. Roar still lasts 30 sec against Shout's 45 sec, so they aren't identical.

Faerie Fire: Now castable while shapeshifted into Bear Form, Cat Form, or Dire Bear Form, costing no resources, but gains a 6 second cooldown.
The files Faerie Fire can be cast in Cat, Bear, Dire Bear and Moonkin Form in 70245 (shapeshift mask 0x40000091; Classic allowed Moonkin only). The client still lists the full mana cost (115 at rank 4) and no cooldown, so the free in-form cast and the 6 sec cooldown aren't in the files.

Predatory Strikes: New talent in the row 5 that increases your critical strike damage bonus by up to 20%.
The files The row 5 talent that adds 10/20% melee crit damage is named Predatory Instincts (1223242) in 70245. Predatory Strikes (16972) is still the row 4 Attack Power talent, 50/100/150% of your level.

Furor: Cat Form portion of this redesigned. Conceptually, at 5 talent points it allows the Druid to regenerate Energy while not in Cat Form as if they were in Cat Form. But if they go to Bear Form, all that Energy is lost, to prevent “bear-weaving” gameplay we have seen in versions of Classic World of Warcraft. We realize this removed the “power shifting” gameplay some players prize, so we have re-added that gameplay in a much more approachable way with the Shifting Power talent in the Feral talent tree.
The files The tooltip matches the Cat part: at 5/5 you get back 100% of your last Cat Form Energy plus 10 Energy per second spent outside Bear, Cat and Dire Bear Form, up to 100. It doesn't say that Bear Form wipes the stored Energy, and both effects are server-scripted dummies.

Defeat the final boss in all level 15 to 25 dungeons
The files Novice Spelunker (62031) needs the last boss of Ragefire Chasm or Hall of Thanes, Ruins of Lordaeron, Wailing Caverns, Deadmines, Shadowfang Keep and Excavation Site: Wetlands. The group finder lists Excavation Site at 26-33, and Stormwind Stockade (24-32) is in none of the three dungeon challenges.

The files Experienced Spelunker (62032) covers City of Dalaran, Blackfathom Deeps, Gnomeregan, The Drowned City, the four Scarlet Monastery wings, Razorfen Kraul and Krol'dok Stronghold. Razorfen Downs (group finder 37-46) and Uldaman (41-51) count for the 46-60 challenge instead, and Excavation Site (26-33) for the 15-25 one.

The files Master Spelunker (62033) needs 17 last bosses, from Razorfen Downs and Uldaman through Blackrock Depths, both Spires, Scholomance, Stratholme, the Dire Maul wings and the new Alcaz Prison, Blackmaw Hold and The Shaper's Terrace. Razorfen Downs (37-46), Uldaman (41-51) and Zul'Farrak (44-54) start below 46 in the group finder.

Thrill of Adventure causes you to regain a small amount of health and mana after every non-trivial kill.
The files Thrill of Adventure (1225472, 5 ranks) restores 1/2/3/4/5% of max health and mana over 10 sec. The tooltip limits it to killing blows on non-trivial enemies and turns it off in dungeons, raids and battlegrounds, so a group kill someone else finishes gives nothing.

How a note is checked
- Doesn't match. The files say something else.
- Partly. Some of it matches the files and some doesn't, or the number differs.
- Changed since. It matched when posted; a later build or note changed it.
- Matches the files. The current build shows the change as written.
- Not in the files. Server rules, art, sound or interface: the client data can't show it.
- No claim to check. A description, a goal or an announcement.
"Matches the files" needs a value we can point to: a tooltip, a spell's effect, a cooldown, a talent's place in the tree. A note the files can't contradict isn't a match by default.
