Development Notes, October 8
151 notes, each checked against the game files of build 1.60.1.70291. The note is Blizzard's wording; "The files" is what the client data shows. Read the original post.
Bug Fixes
- Not in the files
This build reintroduces Classic looting behavior, where creatures that dropped no loot can still be interacted with.
The files Whether a corpse with no loot can still be clicked is server loot behavior; no table we read covers it.

Fixed visual effects flickering on large creatures.
The files A graphics fix. Creature visual effects aren't in the tables we read.

Fixed creature behavior that could result in unintended long-distance pulls.
The files Creature aggro and pulling range are server AI, which the client files don't hold.
Changes and Updates

Now available for testing: the new City of Dalaran dungeon.
The files Opening a dungeon is a server switch. City of Dalaran (map 2959, five players, nine encounters such as Arcane Anomaly and Shade of the Archmage, group finder entry 1983 from level 28) has been in the client since the first beta build, 69876, and didn't change in 70291.

Players will once again be able to swap multiple weapons within the same GCD, for example via a macro to swap from a two-handed weapon, to a sword and shield.
The files How many weapon swaps fit in one global cooldown is an engine and server rule; no item or spell record covers it.

The experience earned from killing creatures in dungeons has been increased by approximately 20%.
The files Kill XP is computed by the server; no client table holds a dungeon bonus.

Fixed a bug that reduced XP granted to players who were in a party with higher-level players killing lower-level enemies.
Developers' note: So far in WoW: Forever, experience for killing lower-level enemies while in a party was penalized based on the highest-level member of the party. In Classic Era, that adjustment was made individually for each party member without regard for the highest-level party member. We’ve reverted the calculation to the Classic Era behavior, where only the individual's level matters. We believe the combination of these two changes will dramatically increase experience earned in dungeons for most players. As before, if a member of the party is at a vastly higher level than the enemy being killed, then no player in the party will receive XP, as intended.
The files Group XP splitting is server logic, so the fix can't be seen in the files.
Cooldown Manager

All classes, racial abilities, and trinkets are now supported.
Developers' note: Additional support for consumables will come in a later patch.
The files Hunter (5265, 52 entries) and Shaman (5263, 34) got Cooldown Manager sets in build 70291, the Paladin set (5261) grew from 1 entry to 61, and the trinket set (5262, both trinket slots) lost its player condition (159274). All nine classes have a set; the racial sets date from 70170.
Gamepad Support

Updated the input indicator for actions that require holding a button as opposed to pressing it.
The files Gamepad button prompts are drawn by interface code; no data table covers them.

Legacy System

All Beta players have been granted completion of the Legacy Challenge. This awards 16 Legacy Points to fully test out the system.
The files The Legacy challenge 'Played in the WoW: Forever Beta' (achievement 64283) is new in build 70291, with the reward 'Earn 16 Legacy Points' (TraitCurrencySource 38875, amount 16, requirement 'Play in the WoW: Forever Beta'). Granting it to accounts happens on the server.

The lowest-cost talent point re-spec for Legacy Points now costs 1s, and the cost to re-spec will reduce by one re-spec per hour.
Developers' note: This is similar to how re-spec costs work for class talents and only applies during the Beta.
The files The hidden '[DNT] Legacy Talent Reset' counter (currency 3499) recharges every hour in 70291 instead of every 7 days, which fits the cost dropping by one re-spec per hour. The 1 silver price is set by the server.
Classes
Developers' note: There have been several bugs in the calculation of Rage gained from taking damage, and the bugs are fixed in this build. The typical Warrior or Druid should be gaining more Rage from taking damage. Previously, we were balancing Rage gained around Warriors having 50% Armor. While this was appropriate for a tank, it was not appropriate for questing Warriors. We have rebalanced Rage gains based on appropriate values per level in the 20% to 40% range, varying by level.

Fixed a bug where the Rage calculation was incorrectly using the player's health to determine Rage gained, instead of an expected creature's health. This incorrectly resulted in less Rage earned while wearing more Stamina gear.
The files Rage from damage taken is computed by the server; no client table holds the formula.

Fixed a bug where the Rage calculation was not correctly handling increased damage taken from combat multipliers, in particular from taking critical strikes or crushing blows.
The files Server combat math. The crit and crushing blow multipliers behind Rage aren't in the files.

Fixed a bug where Rage calculations on Damage absorbs were not being handled correctly. Damage absorbs should now be properly ignored when calculating Rage received from attacks (as if the Warrior/Druid had no absorb active).

Druid
- Not in the files
Fixed a bug where Druids couldn't use Mana Potions while in Bear/Dire Bear/Cat Form.
The files Item use in forms is a server check; no mana potion spell or form record changed in 70291.

Additional Rage generated from landing Critical Strikes increased to 100% increased Rage (Was 75%).
The files The 100% isn't in any druid record. Build 70291 removed the auto-attack proc rules that 70170 had put on Bear Form (Passive) 1178 and Dire Bear Form (Passive) 9635, and the Warrior's Rule of Rage (1322574) reads 100 but is now marked never learned, so the crit bonus comes from the server.

The base damage of Thorns has been returned to the Vanilla WoW values and the spell power ratio has been reduced to 6% (was 13.3%).
The files All six ranks deal 3, 6, 9, 12, 15 and 18 damage in 70291, the Classic Era values (was 4, 9, 11, 13, 16 and 22; spells 467 to 9910, effect value). Neither the old nor the new records carry a spell power coefficient, so the 6% ratio can't be seen.

Fixed an issue where Cat Form was reducing your maximum health.
The files No Cat Form record (768, passive 3025) changed in 70291 and neither has a health effect, so the fix is server-side.

Bear Form and Dire Bear Form: Threat bonus increased to 50% from 30%.
The files Bear Form (Passive2) (21178, aura 10, all schools) went from a 30 to a 50% threat modifier in 70291; Classic Era has 30.

The effects that override shapeshifting now more closely resemble Classic wow.
Developers' note: The Druid's form is a critical piece of information in combat and preserving the ability for players to see what form the Druid is currently in is important. We appreciate the desire for Druid players to still transform, so there are effects that will still work, it is just now much more limited and largely based on if that transform has other benefits (for example, Noggenfogger Elixir will still transform you because it lets you breathe underwater.)
The files Which effect wins over a form is decided by the server. Build 70291 did fill in a second value (EffectMiscValue_1, mostly 1 to 13) on 338 transform effects such as Polymorph, Hex and Noggenfogger Elixir, but nothing we read says what that value does.

Demoralizing Roar: Fixed an issue where it generated no threat. Now puts some threat on all affected targets.
The files All five Demoralizing Roar ranks (99, 1735, 9490, 9747, 9898) gained a threat effect in 70291 (effect 63) worth 8, 16, 26, 34 and 42 threat plus 0.8 per level.

Wrath: The base points and points per level of ranks 1-5 of this spell have been adjusted to make the growth rate of ranks 1-6 more consistent, and new ranks always an upgrade.
The files Ranks 1 to 5 (5176 to 5180) changed in 70291: growth per level went from 0.4/0.6/0.7/0.9/0.9 to 0.2/0.3/0.5/0.6/0.7 and base damage on ranks 2 and 4 from 23/38 to 21/37. Rank 6 (6780) is unchanged, and each rank beats the one before at the level it's learned.
Druid › Feral
- Matches the files
Predatory Instincts: This talent has been renamed "Natural Instinct" and now also increases spell healing by 12/25% of Intellect.
The files Talent 1223242 was renamed from Predatory Instincts to Natural Instinct in 70291 and gained a spell healing from Intellect effect (aura 175, 25 at the top rank); the tooltip says 12/25% of your Intellect.

Shifting Power can no longer be used while already at Full Energy.
The files Shifting Power (1322605) didn't change in 70291, so the full-Energy check is server-side.

Thick Hide: This talent is now properly implemented in code, rather than script, resolving some bugs with equipping gear while shapeshifted not triggering it.
The files Thick Hide's form armor aura (1306459) moved from aura type 665 to 673 in 70291 with a new flat armor effect (aura 22, value 180), and the talent's (16929) second effect gained a per-level value of 3. The talent's own effects are dummy auras (aura 4), so the move from script to code and the gear-swap fix can't be seen in the data.
Hunter
- Matches the files
Disengage: Threat reduction was intended to be doubled but was missed. Now implemented.
The files All three Disengage ranks cut threat by twice the Classic amount: 280, 560 and 810 against 140, 280 and 405 (781, 14272, 14273, effect value). Those values have been in the client since build 70170, so the part that was missed was on the server.

Fixed a bug causing Hunter pets to gain health repeatedly when low health.
The files All five Pet Hardiness ranks (6280 to 6286, +20 to +180 pet health) switched in 70291 from aura 34, which adds the bonus to current health each time it's applied, to aura 230, which keeps the health percentage. That fits pets regaining health over and over.
Hunter › Beast Mastery
- Matches the files
Unleashed Fury now correctly increases your pet's damage.
The files Unleashed Fury's effect (19616) moved from aura 108 to aura 107 in 70291, the aura type the Classic Era talent uses; the tooltip says 3/6/9/12/15% more pet and hawk damage.
Hunter › Marksmanship
- Matches the files
Improved Concussive Shot now has the correct chance to activate.
The files Improved Concussive Shot's aura proc chance (19407) went from 20% to 100% in 70291, so the tooltip's 4/8/12/16/20% stun chance is no longer cut further.
Hunter › Survival
- Partly
Improved Wing Clip now has the correct chance to activate and reduced chance to activate if using ranks substantially below your current level.
The files Improved Wing Clip's aura proc chance (19228) went from 4% to 100% in 70291, so the tooltip's 7/13/20% is no longer cut further. Nothing in the files lowers the chance for low Wing Clip ranks, so that part is server-side.

Expose Prey now lasts 10 sec (was 5).
The files Expose Prey's Mongoose Bite window (1310726) went from 5 to 10 sec in 70291 (duration index 28 to 1), and the talent tooltip (1310532) reads 10 sec.

Entrapment now correctly has diminishing returns.
The files The Entrapment root (19185) has a diminishing returns category in 70291 (SpellCategories DiminishType 0 to 1).

Entrapment now correctly only activates on Frost Trap's initial activation, not periodically.
The files Entrapment (19184) procs through a server-scripted dummy effect that didn't change in 70291. Frost Trap's aura (13810) was renamed from 'Frost Trap Aura' and got a 10 yd max radius, but nothing there sets when Entrapment fires.
Mage

Fixed an issue where Impact could proc off of Flamestrike's periodic damage.
The files Impact (11103) and the Flamestrike ranks didn't change in 70291; whether a periodic tick can proc it is server logic.

Frostbolt: The base points and points per level of ranks 1-5 of this spell have been adjusted to make the growth rate of ranks 1-6 more consistent, and new ranks always an upgrade.
The files Ranks 1 to 5 (116, 205, 837, 7322, 8406) changed in 70291: growth per level went from 0.5/0.7/0.9/1.1/1.5 to 0.2/0.3/0.5/0.8/1.3 and base damage on ranks 2, 4 and 5 from 33/60/95 to 29/70/104. Rank 6 (8407) is unchanged, and each rank beats the one before at its learn level.

Paladin

Fixed an issue with Retribution Aura that caused it to use the target being struck's spell power instead of the casting Paladin's spell power.
The files Whose spell power the aura uses is decided by the server; Retribution Aura's damage effect has no spell power value in the file.

The base damage of Retribution Aura has been returned to the Vanilla WoW values (about a 33% reduction) and the spell power ratio has been reduced to 6% (was 13.3%).
The files The five ranks deal 5, 8, 12, 16 and 20 Holy damage in 70291, Classic Era's values (was 7, 12, 18, 24 and 30, so rank 5 lost a third; spells 7294, 10298 to 10301). The damage effect has no spell power coefficient in the file, so the 6% can't be seen.
Paladin › Protection

Reckoning: Now has a 1.5 second cooldown on how often it can be triggered.
The files Reckoning (20177) gained a 1.5 sec proc cooldown in 70291 (ProcCategoryRecovery 0 to 1500), and the tooltip adds 'Cannot occur more often than once every 1.5 sec.'

Fixed an issue where Seal of Fury was granting Mana back to the Paladin even if the Improved Seal of Fury talent was not active.
The files Seal of Fury and Improved Seal of Fury (1314103) didn't change in 70291; the talent check is server-side.

Improved Seal of Fury and Shield Specialization no longer generate threat when restoring Mana.
Developers' note: Paladins restoring enough Mana to sustain combat while tanking was causing more threat to be generated than intended.
The files The mana returns of Improved Seal of Fury (1314104) and Shield Specialization (1310925) carry the no-threat flag (Attributes_1 0x400) from 70291 on.
Priest
- Matches the files
Smite: The base points and points per level of ranks 1-4 of this spell have been adjusted to make the growth rate of ranks 1-5 more consistent, and new ranks always an upgrade.
The files Smite ranks 1 to 4 (585, 591, 598, 984) changed in 70291: growth per level fell from 0.5/0.6/0.8/1.0 to 0.1/0.3/0.5/0.7, and base damage on ranks 2 to 4 went from 28/46/59 to 27/45/60. Rank 5 (1004) is unchanged, and each rank beats the one before at the level it's learned.

Lesser Heal and Heal: The base points of ranks 1-3 of Lesser Heal and ranks 1-2 of Heal have been adjusted to make the growth rate of this family of spells up to Heal Rank 3 more consistent, and new ranks always an upgrade.
The files Build 70291 changed the base of Lesser Heal ranks 2 and 3 (78 to 94, 141 to 163) and Heal ranks 1 and 2 (291 to 270, 405 to 375) and cut growth per level on all five; Lesser Heal rank 1 (2050) kept its base of 51 and changed only its growth (0.9 to 0.3). Heal rank 3 (6063) is unchanged, and each rank beats the one before at its learn level.
Priest › Discipline
Developers' note: Penance has received multiple updates to bring it more in line with powerful spells that have a cooldown.

Reduced Penance spell damage and healing to resolve a bug where it was being treated like a 3-second channel instead of a 2 -second channel.
The files Build 70291 cut the spell power coefficient on all eight Penance damage and heal spells from 0.285 to 0.19, exactly two thirds, and lowered every base value, for example rank 4 healing from 673 to 425 and rank 4 damage from 131 to 92 per tick (1316991, 1316993).

Adjusted Penance mana costs so that it has a consistent advantage in mana efficiency over the Heal/Greater Heal family of spells. Rank 1 mana cost was increased by 50%.
The files Rank 1 costs 150 mana in 70291, up from 100 (+50%, spell 402174); rank 2 went from 185 to 220 and rank 4 from 355 to 385, and rank 3 stays at 270.

Healing done by Penance has been increased on Penance ranks 2 and 4.
The files Every rank heals less per tick in 70291. At each rank's top level, before spell power: rank 1 184 to 134, rank 2 291 to 209, rank 3 482 to 279, rank 4 673 to 425 (spells 402289, 1240723, 1240724, 1316991; ranks 1 to 3 now grow with level). Against a straight two-thirds cut for the shorter channel, ranks 1 and 2 come out 9% and 8% higher, rank 3 13% lower and rank 4 5% lower, so rank 4 got no increase.
Shaman

Flametongue Totem will now correctly use the target's attack speed if they are Shapeshifted, instead of using the speed of their equipped weapon.
The files Which attack speed the totem's proc uses is computed by the server; no Flametongue Totem record changed in 70291.

Lightning Bolt: The base points and points per level of ranks 1-5 of this spell have been adjusted to make the growth rate of ranks 1-6 more consistent, and new ranks always an upgrade.
The files Lightning Bolt ranks 1 to 5 (403, 529, 548, 915, 943) changed in 70291: growth per level from 0.4/0.5/0.6/0.6/0.7 to 0.1/0.1/0.3/0.4/0.5 and base damage on ranks 1, 2, 4 and 5 from 14/29/56/72 to 15/27/61/82. Rank 6 (6041) is unchanged, and each rank beats the one before at its learn level.
Shaman › Elemental

Elemental Focus is no longer activated and immediately consumed when using Fire Nova.
The files Elemental Focus (16164) and its Clearcasting buff (16246) kept their proc rules and spell lists in 70291; the buff only gained tooltip text. How Fire Nova triggers and spends it is server-side.
Shaman › Restoration
- Matches the files
Water Shield now accurately displays the mana restored in the buff tooltip.
The files Before 70291 the Water Shield buff text (408510) divided the mana value by its 3 charges; it divides by a new effect value of 1 instead, so it reads 2%, the same as the spell's tooltip (408511, value 2). The same line ends '1 charges' with base values.

Water Shield no longer says it has a 15 second cooldown (it didn't have one).
The files Water Shield (408510) lost its 15 sec shared cooldown in 70291 (SpellCooldowns CategoryRecoveryTime 15000 to 0).

Mana Tide Totem will once again display its visual when pulsing.
The files Totem visuals are art, which the tables we read don't hold. Build 70291 did lower Mana Tide Totem (16190) from level 40 to 25 (SpellLevels), which the notes don't mention.
Warlock
- Matches the files
A Warlock's current pet will now be stunned while summoning a new pet.
The files Summoning Disorientation (1324106), new in 70291, is a 10 sec stun (aura 12, mechanic stunned), as long as a demon summon's 10 sec cast. Nothing in the client casts it, so the server puts it on the old pet.

Shadow Bolt: The base points and points per level of ranks 1-4 of this spell have been adjusted to make the growth rate of ranks 1-5 more consistent, and new ranks always an upgrade.
The files Shadow Bolt ranks 1 to 4 (686, 695, 705, 1088) changed in 70291: growth per level from 0.3/0.6/0.7/0.9 to 0.2/0.3/0.6/0.8 and base damage on ranks 2 to 4 from 25/41/56 to 23/40/58. Rank 5 (1106) is unchanged, and each rank beats the one before at its learn level.
Warlock › Demonology

Demonic Brand bonus pet damage now only does high threat when it deals Shadow damage.
The files Demonic Brand's tooltip (1293695) said the pet's branded attacks 'generate high threat' before 70291 and now says 'If Shadow damage is dealt, it has high threat.'
Warrior
- Matches the files
Demoralizing Shout: Fixed an issue where it generated no threat. Now puts some threat on all affected targets.
The files All five Demoralizing Shout ranks (1160, 6190, 11554, 11555, 11556) gained a threat effect in 70291 (effect 63) worth 11, 19, 27, 35 and 43 threat plus 0.8 per level.
Warrior › Arms

Deep Wounds is once again a required talent to reach Impale.
The files Build 70291 added a Deep Wounds to Impale link (trait edge 136737); Impale sits in Arms row 4 under Deep Wounds in row 3.

Fixed a bug where Deep Wounds was scaling with attack power for your Offhand weapon.
Developers' note: Deep Wounds does not scale with Attack Power but is a rolling DoT compared to Classic/Vanilla.
The files Deep Wounds (12834) didn't change in 70291; which weapon's attack power it uses is computed by the server.
Warrior › Protection
- Matches the files
Fixed an issue causing Last Stand to not grant the correct amount of health to the player on activation.
The files Last Stand's buff (12976, +30% health) switched in 70291 from aura 230, which raises max health but keeps your health percentage, to aura 34, which adds the health to your current health as in Classic.
Items
- Not in the files
Reduced the visual size of new armorset shoulder pieces to correct size.
The files Shoulder size is model art, which isn't in the tables we read.
- Matches the files
Wolfshead Helm's effect has changed to granting 5 additional Energy when shifting power is used. Rage portion of the helm's effect remains the same.
The files Both Wolfshead Helm records went from 20 to 5 Energy in 70291 (17768 effect 2 and the energize spell 1310990), and the tooltip reads 'an additional 5 Energy from activating Shifting Power'. The Rage effect didn't change.

Various Dungeon Quest Rewards have had their rarity lowered to Uncommon from Rare. Stats have been updated to reflect the change in rarity.
The files Build 70291 lowered 10 items from Rare to Uncommon, among them Hornbeam Heft, Ironwood Destroyer, Curl of Life, Daewyn's Girdle and the Amulets of Forgiveness and Vengeance, and reworked the stats of most of them (ItemSparse quality and stat fields). Which quests give them isn't in the client.

The Truthseeker's Bow from the Greater Friend of the Library quest now has the correct level requirement of level 40. The other two rewards from this quest chain had a level 40 equipped item requirement so it has been changed to match these items.
The files Truthseeker's Bow (277254) requires level 40 in 70291 (ItemSparse RequiredLevel 0 to 40). The other two rewards of the chain can't be identified in the client.

Transformative Cocoon is now correctly a debuff.
The files Transformative Cocoon's self-stun (spell 1301167, item 276895) carries the debuff flag (Attributes_0 0x04000000) from 70291 on.

The Revelation Enchant's buff will no longer be removed when the caster Shapeshifts into Ghost Wolf or Druid Forms.

The files The server hotfix cached on build 70291 tunes 12 of the 16 rewards: Centaur Spear, Wanderer's Broadsword, Blade of the Magram Clan, Staff of Revelations, Desperate Barrier and Desert Crawler's Claw drop from item level 43 to 38, the six Magram items (271800 to 271805) from 43 to 42, with stats lowered to match (Centaur Spear 11 Strength, 13 Stamina to 9 and 11), and Abandoned Ferocity slows from 2.7 to 3.2 sec. The client files themselves are unchanged. Required level is 1 in both, as expected before the promised level 35 hotfix.

The files Whether it can be cast while asleep or charmed is a server check. Build 70291 did rebuild Will of the Forsaken (7744): three dispel effects became charm, fear and sleep immunity auras (aura 77) lasting 0.1 sec, while the tooltip says it instantly removes those effects.
